Why did we decide to strengthen the IT-community based on a registered association?

 
Our goal

As a registered charitable association we will be able to open a bank account, hire people and own/rent real estate. Additionaly we will receive discounts on a lot of web services, e.g. Slack, Google Workspaces, AWS etc.

A registered association is also an insurance that the democratic rules defined in the Statute will be held.

Decisions

How do we make decisions?

 

The most important decisions are made by the General Assembly were all members are invited. The day-to-day tasks are decided by the Extended Board which is elected by the General Assembly.

Members of IT-Talaka can call the Extraordinary General Assembly in case they are not satisfied with decisions of the Board.

Finance

How do we finance the organisation?

 

At the moment all the work is done by volunteers. Members of the organisation pay an admission fee of 25 Euros and an annual fee of 60 Euros (30 Euros in the year 2022). The collected fees are used to pay for cloud accounts and other digital services of the Union.

Fees and Donations

How can I be sure that the Fees and Donations are well spent? 

 

The Extended board has to present the financial report of all spendings at the end of each year. The report and all the bookkeeping has to be thoroughly reviewed by Cash auditors. The Extended Board has to step down in case the auditors notice transactions that go against the statute.

In the moment we have 1 Cash auditor that was chosen on 24.01.2023. The next elections has to happen on 24.07.2023 at the latest as mentioned in the Transition Provisions. Additionally IT-Talaka will be regularly checked by the German Tax Office.

Why Germany

Why have we registered IT-Talaka in Germany?

 
  1. Inability to officially unite people inside Belarus free of risks for the participants.

  2. Limited access to the Internet, monitoring by the authorities and de-anonymization of users in Belarus. Constant threat of Internet disconnection.

  3. Distrust among Belarusians to non-transparent organizational structures in other countries.

  4. Just a few countries can open an NGO, whose members can be people from all over the world. But German law allows it.

  5. Multiple founders live in Germany.
